Every fact in the store is gathered from its source with a verbatim quote — never from memory or a search summary. Independent adversarial verifiers then try to refute each fact three ways: against the source text, against the current state of the world, and against the prose that cites it. Content is revised until a full pass finds nothing, then a subject-matter expert reviews the judgment calls and signs. When a watched source changes, affected facts are flagged and the loop runs again before anything is re-published.
Facts carry one of three confidence tiers: primary (regulation, Federal Register, acquisition.gov), secondary (corroborated reporting or published legal analysis — labeled, with the upgrade path recorded), or needs review (temporarily unverified after a source change; excluded from answers until re-verified).
